Summary with an opinion for 73p~74p [Coping in a World of Risk]


Summary

Risk of natural disasters is on the rise. Especially, we can point out global warming as a cause of that. Global warming causes droughts, localized heavy rains and hurricanes because of temperature changes to the ocean.

But global warming
is not the only reason to the increase of risks.
Another reason of that is because of people themselves. Some people tend to make the move to high-hazard areas like in shores themselves for the following grounds. For farming, job opportunities, enjoying the view and their leisure.

While the risk of natural disasters has increased like that, scientists couldn't predict properly at a proper time by now. Scientist
say that it's hard to detect disasters precisely in advance, contrary to the desire of the public. They just advise to start doing more to prepare for the inevitable instead of worrying about predicting the unpredictable. So most of the nations have been devoting all their energy to minimize the damage before the
next disaster strikes like strengthening flood-control barriers.

In my opinion, some nations prepare the precaution and most of countries know they have to do that. But they usually do overlook the danger until impending moments. Especially in Korea, for example, some 
building aren’t built solidly compared to Japan. In Japan, earthquakes frequently occur. So Japanese people are always aware of the danger and their building codes are strengthened. I think we don’t really do this in our case. To conclude, we have to get ready for natural disasters on ordinary days because we can reduce the risk from now.
